Over the past decade, Brazil has also made great progress in combating poverty and now stands as a world benchmark. The unemployed are people of working age who are without work, are available for work, and have taken specific steps to find work. Between 2001 and 2008, the Social Inclusion Index–which includes factors such as job creation, improvements in income and education, and access to computers, television and telephones–grew on average by 5.3% a year, exceeding average annual economic growth of 2.3%, according to Brazil’s National Institute of Advanced Studies. During the crisis, entry and post-entry growth by young firms were affected most heavily, although downsizing by old firms was responsible for most job losses. The paper also shows that young firms are always net job creators throughout the business cycle, even during the financial crisis. The monthly fall for the OECD as a whole masks strong regional differences. During the darkest years of military dictatorship, Brazil’s economy grew on average by around 10% a year.
